Despite several pending cases in the Sindh High Court against the appointments on the higher positions at educational boards across the province, the Universities and Boards Department, Sindh is intended to recruit controllers and secretaries. According to the available information, the department has recently decided to initiate the recruitment process through which secretaries and controllers would be appointed at 7 boards instead of 4 in violation of the judicial rules.

The candidates for the positions of controllers will submit their applications in the Universities and Board Department Secretary office located at Clifton Block 1. For the post of the controller, it is mandatory to have a Master’s degree with B.Ed or M.Ed second division and 12 years of teaching, examination, and research experience.
The candidates for the positions of secretaries should have masters degree or MBA HRM second division with 12-year experience in administration while the age limit must be not more than 50 years till June 30, 2021. They would be appointed on a three-year contract basis. The last date for submission of papers for the said posts is July 22.

However, the present Controller Examinations of the Hyderabad Board Dr. Masroor Ahmadzai has obtained a restraining order on new recruitments in Sindh High Court Karachi under Writ Petition No. 2309/2017. Likewise, appeal No.56/2020 and case No. 973/2021 are also pending in the Sindh High Court in which the court has banned new recruitments until these cases are decided.

Also, Muhammad Anis Secretary Mirpur Khas Board has filed writ petition No. 2455/2017 in Sindh High Court Karachi, of which appeal No. 57/2020 is also pending. The Controller MirpurKhas Board Engineer Anwar Aleem has also filed writ petition No 2455/2017 in Sindh High Court Karachi. The court has issued restraining orders. Appeal No. 58/2020 of the said petition is also in pending.

Despite this, the Department of Universities and Boards has made preparations for the recruitment of Controllers and Secretaries at boards which could create legal issues.

Masroor Ahmadzai, controller of the Hyderabad Board, Anwar Aleem, controller of the MirpurKhas Board, Ahmad Khan Chatto, secretary of the Larkana Board, Fakhruddin Abro, controller of Larkana Board and Rafiq Ahmed Pul, secretary of the Sukkur Board have filed many cases against the provincial government.
