An audit report has uncovered the unlawful appointment of 99 employees at Allama Iqbal Open University (AIOU) during the 2022-23 period, revealing significant irregularities in the hiring process. The appointments, which spanned positions from Grade 19 to Grade 9, bypassed provincial and regional quotas and ignored mandatory procedures outlined by the Establishment Division.
According to the audit findings, the university administration failed to issue public advertisements for the positions, a key requirement designed to ensure transparency and fairness in public sector hiring. Moreover, the auditors reported that they were not provided with merit lists based on test results, nor were candidates’ exam papers made available for review, raising concerns about the legitimacy of the selection process.
The report also highlighted that the basic eligibility criteria for the positions were disregarded before conducting screening tests. Crucially, the appointments were made without the recommendations of the Selection Board, a body typically responsible for overseeing the integrity of hiring practices at the university.
As of the time of reporting, AIOU’s administration has not issued any response to the audit’s findings, leaving questions about accountability and the potential reversal of the illegal appointments.
This audit report has sparked concerns about the transparency and governance within the university, with stakeholders calling for immediate action to address the issues raised. The case has also drawn attention to broader issues of meritocracy and adherence to rules in public sector institutions across the country.
