The Chinese government is aiming at improving the utilization and management of public funds spent on education in a renewed effort to provide fair and quality education to the masses, the Xinhua news agency reported.

The General Office of the State Council recently issued a circular that called for improving “the efficiency of education spending”, directing authorities concerned to prioritise the education sector and optimise the use of education funds.

The circular also called for maintain the education spending to no less than 4% of the GDP and sought “greater investments” in education in the government’s budgetary spending

The authorities plan to also garner support from the society and independent sources such as private schools, donors and education foundations to improve the education sector, besides the government working to improve its subsidy system.

“The use of education funds should be well-planned to ensure the consistency between education plans at national and local levels and relevant fiscal arrangements, and more fiscal funds should be used to help areas of extreme poverty and students from needy families,” the Xinhua reported the circular as reading.

The directives also sought measures to “encourage and attract more competent people into the education sector and make teaching a profession that is respected by all”.

“Efforts should be taken in the coming three years to ensure proper income and treatment for teachers in compulsory education, which covers primary and junior middle schools,” the document says, proposing “equal or better pay” for teachers compared with the average level of civil servants in the same areas.

The circular by General office also recommended proper management of the use of education funds, including a comprehensive supervision system, better transparency of budgets and use of relevant funds and intensified auditing that may cover relevant officials and primary and middle school principals.
