Govt all set to convert IBCC into Commission

The government is all set to convert The Inter-Board Committees of Chairmen (IBCC) into a commission as both houses of parliament have approved a bill in this regard which is awaiting approval of the president.

While addressing a press conference, Secretary IBCC Dr Ghulam Ali Mallah explained the bill and said that the role of Inter Boards Committee of Chairmen (IBCC) has formally been recognized through the Act of Parliament after 50 years of its establishment. The IBCC has been granted status as Inter Boards Coordination Commission.

He went on to say that IBCC will be strengthened with this bill and it will be able to regulate foreign boards, authenticate and equate foreign and local qualifications of grades 9-12 and provide a platform for the exchange of knowledge and best practices among different boards, which can lead to the improvement of the overall quality of education in the country.

He said that after approval of bills from President Dr Arif Alvi, the commission will be governed by a board of governors, which will have representatives of the country’s educational boards.

“Before this Act, the government was running this organisation through a resolution; therefore, we had no proper legal standing. Now, we have the Act under which there will be an independent BOG to make quick and timely decisions,” he said.

The secretary said that a drawback of having an organisation without an Act was that it may not have a legal standing, which could limit its effectiveness in implementing policies and regulations.

Without an Act, the organisation may not have the power to enforce its decisions, and its recommendations may not be binding on the education boards and institutions, he said.

Dr Mallah said that the IBCC legislation was a crucial step towards promoting standardisation and uniformity in the education system of Pakistan.
