Higher Education Department (HED) Punjab has appointed a blue-eyed Professor of Lahore College for Women University (LCWU) as Dean and Member Syndicate bypassing the University administration, sources told Academia Magazine.
Thank you for reading this post, don't forget to subscribe!The reliable sources have confirmed Academia Magazine that Professor at LCWU Dr Syeda Faleeha Kazmi was appointed as Dean and Member of Syndicate by HED overruling the University Act and bypassing the University administration. However, the University sends three names to HED and Governor for the appointment of Deans and Syndicate Members for an appointment and then the Governor on the nomination of the Vice-Chancellor of the University appoints the Deans and Syndicate Members.
But in the case of the appointment of Dr Faleeha Kazmi, the University did not send any name to HED or Governor House for the appointment of Dean or Syndicate Member. Still, Dr Faleeha Kazmi gets appointed by HED as Dean and Syndicate member of the varsity.
The appointment is a sheer violation of rules and regulations as her nomination was not sent by the then Vice-Chancellor LCWU Dr Bushra Mirza to any other department and she was appointed bypassing the University administration and Vice-Chancellor.
It is quite worthy to mention here that Prof Dr Faleeha Kazmi has already faced Audit observation due to her appointment as Assistant Professor, Associate Professor and Professor.
According to Audit Report available with Academia Magazine, “During Special Audit on accounts of LCWU for the period 2010-11 to 2019-20, the scrutiny of Personal File of Professor of Persian, Dr Syeda Faleeha Zahra Kazmi revealed that below criteria appointments were made as Assistant Professor, Associate Professor and Professor”. Following irregularities were noticed in her appointments as per Audit Observations, she did not fulfill the criteria for the post of Professor BS 21 as her experience of postgraduate from 12.06.2008 to 05.01.2015 + 6 years of research experience at Government College for Women Shakargarh cannot be taken as teaching experience of Post Graduate classes. Her publications in HEC-recognized journals at least 10 & 15 were not evaluated for the post of Associate/ Professor.”
The Audit Observation made it clear that “The noncompliance to the HEC criteria resulted into unjustified/ unauthorized appointment.”
