Also, the Ph.D. programs there are not only free but also paid. This means you receive a salary if you are a Ph.D. scholar there.

Affordable places for living and education
When you are planning to study abroad, one of the most important concerns is the affordability of the place that you are going to live at. Talking about European countries, France has a relatively low living cost. However, Paris is very expensive and still is the hub for many international students.
