Sindh Chief Minister Syed Murad Ali Shah has passed directives to the provincial education department for recruiting 6,000 Junior Elementary School Teachers (JEST) to be employed in to start new English medium kindergartens and schools in the province.

Chairing a meeting of School Education Department (SED) at the CM House, Shah said that he wanted to establish schools in Sindh that were the best public sector English medium schools in the country. Education Minister Jam Mehtab Dahar, Chief Minister’s Principal Secretary Sohail Rajput, P&D Chairman Mohammad Waseem, SED Secretary Iqbal Durrani and other senior officers were present in the meeting.

The chief minister asked the secretary education to call for the “expression of interest” from leading educational institutes of the country. “I want to run these English medium schools through private management, and the government would bear all the expenditure, including tuition fee, textbooks, exercise material, registration fee and examination fee and the salaries of the teaching and non-teaching staff,” he said. The CM added that he wanted to start these English medium schools by the end of April.

SED Secretary Durrani briefed the chief minister about ongoing construction of school buildings in Sindh. He said 15 out of 25 English medium school buildings had been completed and were ready to become operational. The school buildings already competed are situated in Larkana, Naushehroferoze, Shaheed Benazirabad, Sukkur, Sanghar, Mirpurkhas, Ghotki, Khairpur, Tando Mohammad Khan, Badin, Sujawal, Thatta, Jamshoro and Tando Allahyar. The remaining school buildings in Malir, Jacobabad, Tharparkar, Qambar-Shahdadkot, Umerkot and Dadu would be completed by 2018-19, Durrani said, adding that three more schools would also be started next year in Kashmore, Shikarpur and Karachi.

The secretary also informed the chief minister that the finance department had approved the Sanctioned New Establishment (SNE) of five schools, while the SNE approval of 10 more schools was pending. Shah expressed discontent and ordered officials to bring the remaining SNE files from the Finance Department. “Everything should be completed in time. I will not tolerate any red-tapism,” Shah said.

Durani also told the chief minister that the regulation wing was working on the recruitment rules of the new 6,000 teachers’. As per policy, each English medium school will have 30 staff members and 39 teachers.

As these English medium schools will follow the Cambridge system, the chief minister expressed concerns that it would be difficult for the government to find O level teachers in rural areas. Shah opined that the government should ask top education institutes to cooperate in this regard.

The chief minister tasked the education minister and the SED secretary with offering the management of the upcoming schools to top private education institutes, adding that the and selection would be made through a competitive process.
