The Higher Education Commission (HEC), through its National Academy of Higher Education (NAHE), inaugurated the fourth training cohort for its senior officers at the Civil Services Academy (CSA), Walton Campus, Lahore.
The opening session was graced by HEC Executive Director Prof Dr Zia Ul-Qayyum, who attended as Chief Guest and was warmly received by CSA Director General Mr Farhan Aziz Khawaja.
During the ceremony, Mr Shabbir Ahmed Zaidi presented an overview of the HEC training initiative, reflecting on the progress of the first three cohorts, the objectives of CSA, and the broader vision of the collaboration. The initiative was introduced under the leadership of Prof Dr Zia Ul-Qayyum, who envisioned providing HEC employees with access to CSA, Pakistan’s premier training institution for civil servants.
Dr Zia expressed satisfaction over the successful completion of three training cohorts and the launch of the fourth, terming it a testament to HEC’s commitment to professional development. He highlighted that these programmes—designed for Assistant Directors, Deputy Directors, and now Directors General/Directors—focus on improving governance, enhancing administrative efficiency, and promoting integrity within the higher education sector.
The training not only builds technical expertise but also encourages cross-institutional learning, reflective discussions, personal growth, and the sharing of best practices in leadership and management. With 15 senior officers enrolled in Cohort IV, the initiative marks another milestone in HEC’s drive to institutionalise professional capacity building.
The Executive Director appreciated the joint efforts of NAHE and CSA, expressing hope that this partnership will soon be formalised through a Memorandum of Understanding (MoU) to ensure long-term, sustainable training opportunities.

The ceremony concluded with CSA Director General Mr. Farhan Aziz Khawaja presenting a shield to Prof Dr Zia Ul-Qayyum as a token of appreciation to mark the occasion.
