In a decisive move to protect the credibility of the education system, the Anti-Corruption Establishment Balochistan (ACEB) has arrested two officials of the provincial education board over charges of systemic exam result manipulation.
The crackdown, ordered by ACE Director General Abdul Waheed Kakar, targeted the IT Wing of the Balochistan Board of Intermediate and Secondary Education (BBISE) in Quetta. An official inquiry revealed widespread corruption, abuse of authority, and tampering with student records during the 2024 Higher Secondary School Certificate (HSSC) examinations.
Investigators uncovered that System Analyst Muhammad Owais and Computer Programmer Waseem Noor allegedly exploited a “super admin” ID to alter computerized records, manipulate scores, and change Detailed Marks Certificates (DMCs) for financial benefit and nepotism.
Speaking to Express News, DG Abdul Waheed Kakar declared that the fight against corruption was a top priority. “Corruption is poison for the education system, and we are determined to root it out at every level. Transparency and accountability will be ensured, and corrupt elements will be brought to justice,” he emphasized.
Authorities have filed a formal case against the accused under relevant sections of the Pakistan Penal Code and the Prevention of Corruption Act. Raids are also underway to apprehend other suspects linked to the scheme.

The BBISE administration expressed full support for the investigation, calling the operation a vital step toward safeguarding students’ futures and restoring trust in the education system.
