The Higher Education Commission (HEC) has convened a meeting to review the implementation and monitoring of its Policy on Drug and Tobacco Abuse in Higher Education Institutions (HEIs), 2021, across higher education institutions in the Islamabad Capital Territory and federal area.
The meeting was chaired by HEC Executive Director Dr Zia Ul Haq and attended by relevant HEC officials and representatives of the Islamabad Capital Territory (ICT) Police.
During the meeting, participants reviewed measures to strengthen regular monitoring of higher education institutions and ensure effective compliance with the HEC policy. The discussion also focused on identifying implementation gaps and developing mechanisms to address challenges in enforcing the policy at the institutional level.
The participants stressed the importance of stronger coordination between HEC, law-enforcement agencies and higher education institutions to improve the effectiveness of preventive measures against drug and tobacco abuse on campuses.
The meeting also discussed enhancing awareness among students and strengthening preventive initiatives aimed at discouraging substance use within educational institutions. Participants highlighted the need for sustained monitoring and coordinated action to ensure that policy measures translate into practical safeguards for students.
Dr Zia Ul Haq emphasised that preventing drug and tobacco abuse requires collective and sustained efforts from HEC, law-enforcement agencies and HEIs. He underscored the importance of creating a safe, healthy and drug-free learning environment where students can pursue their education without exposure to substance abuse.
