The University of Rawalpindi (UoR) has signed Memoranda of Understanding (MoUs) with three leading universities in Türkiye to expand academic cooperation, research collaboration, student and faculty mobility, and cultural exchange between Pakistan and Türkiye.
The agreements were signed by Dr. Muhammad Abubakar, Chairman Board of Governors, University of Rawalpindi, in Islamabad during the three-day visit of an 18-member delegation of Turkish higher education leaders headed by the President of the Council of Higher Education (YÖK) Türkiye.
The high-level visit was facilitated by the Higher Education Commission (HEC) Pakistan, as part of efforts to deepen institutional linkages between the higher education sectors of the two countries. Muhammad Murtaza Noor, National Coordinator of the Inter-University Consortium (IUCPSS), was also present at the MoU signing ceremony.
The agreements establish a framework for the University of Rawalpindi and its Turkish partner institutions to pursue academic and institutional cooperation based on equality and reciprocity. The proposed areas of collaboration include exchanges of academic and administrative staff, student mobility, joint research projects, collaborative proposal development, student placements and thesis research.
The partnership also covers joint scientific, academic, social and cultural activities. The institutions may collaborate on conferences, symposiums, workshops and seminars, while also exploring the exchange of academic journals and other publications.
Under the agreements, the universities will further consider developing short-term educational and training programmes for students and staff, along with cooperation in other areas of mutual academic interest.
Specific programmes arising from the MoUs are expected to be developed through separate agreements or protocols between relevant faculties, institutes and academic units. Such initiatives will remain subject to mutual approval, institutional support, applicable laws and regulations, and the policies of the participating institutions.
The new partnerships add to efforts to strengthen Pakistan–Türkiye higher education relations by creating a framework for greater faculty and student mobility, collaborative research, knowledge exchange and institutional cooperation.
