Islamabad witnessed a significant stride toward digital transformation as COMSTECH and Huawei Technologies formalized a strategic partnership to establish the COMSTECH-Huawei ICT Academy, aimed at empowering youth and strengthening technological capacity across the OIC region.
The landmark Memorandum of Understanding was signed at the COMSTECH Secretariat, where the state-of-the-art ICT Academy was also officially inaugurated. Designed as a central hub for digital learning, the facility is equipped with advanced infrastructure to support virtual instruction, hands-on training, and real-time collaboration for students and professionals from 57 member and five observer states of the Organization of Islamic Cooperation.
The ceremony was attended by key stakeholders, including Hafeez Ur Rehman, Chairman of the Pakistan Telecommunication Authority, who served as the chief guest. He described the initiative as a timely intervention to enhance Pakistan’s ICT ecosystem while fostering regional cooperation in digital capacity-building.
Addressing the gathering, Muhammad Iqbal Choudhary, Coordinator General of COMSTECH, emphasized that the partnership represents a transformative move toward digital self-reliance across OIC countries. He noted that leveraging Huawei’s global expertise would enable youth to acquire cutting-edge skills and actively contribute to innovation-led socio-economic development.
Echoing similar sentiments, Ethan Sun stated that the collaboration reflects Huawei’s long-term commitment to equipping young professionals with the digital competencies required in a rapidly evolving global economy.
The academy will function as a blended learning platform, offering access to Huawei’s international training ecosystem and delivering specialized certifications in emerging technologies such as 5G, artificial intelligence, cloud computing, and cybersecurity. The initiative also aligns with Huawei’s global talent development efforts, including its Seeds for the Future programme, which aims to nurture the next generation of tech leaders.
Officials noted that the academy is expected to play a critical role in bridging the global digital skills gap, promoting inclusive technological growth, and strengthening cybersecurity capabilities across member states.

The event concluded with a guided tour of the newly established facility, where participants observed live demonstrations of advanced digital learning systems and training modules. Diplomats and representatives from several countries, including Somalia, Malaysia, Morocco, Mauritius, Azerbaijan, Algeria, and Brunei Darussalam, along with officials from various international and national organizations, attended the ceremony, underscoring the initiative’s broad international significance.
