The Monitoring and Evaluation (M&E) Division of the Higher Education Commission (HEC), in collaboration with the Public Procurement Regulatory Authority (PPRA) of Pakistan, successfully conducted a one-day online training on “Procurement Regulatory Framework” for procurement professionals working in the higher education sector.

The virtual workshop was attended by over 130 officials from Higher Education Institutions (HEIs) across Pakistan, participating through smart classrooms, along with HEC officials from various divisions. The training aimed to enhance the understanding and implementation of procurement regulations within the higher education sector, ensuring compliance with national standards.

Dr Mukhtar Ahmed, Chairman of HEC, served as the chief guest during the opening ceremony. In his address, Dr Ahmed outlined the objectives and potential impact of the initiative on Pakistan’s higher education landscape. He emphasized the critical role of such programs in improving the procurement system, highlighting the necessity of understanding procurement rules to avoid inaccuracies and inefficiencies.

Senior officials from PPRA delivered in-depth lectures on procurement rules, showcasing the advanced e-procurement process. The workshop covered key aspects of procurement, including the roles and responsibilities of procurement professionals, the methods used to maximize value, and strategies for efficient and effective tendering. Participants were guided through the completion of pre-qualification questionnaires, invitation to tender documentation, and evaluation methodologies as per PPRA standards.

The interactive sessions also provided participants with a comprehensive understanding of public sector procurement, covering legislative environments, relevant rules, and necessary documentation. Additionally, the forum facilitated discussions on procurement and audit-related issues, focusing on key control measures to manage government resources effectively and prevent fraud, corruption, and mis-procurement.

The training underscores HEC’s commitment to promoting excellence in government and institutional procurement through the education and professional development of procurement professionals. This initiative marks a significant step towards strengthening the procurement framework within Pakistan’s higher education sector, ensuring transparency, efficiency, and accountability in the management of public resources.
