GCU Lahore appoints a controversial professor to QEC

A professor with a show-cause notice issued against him has been appointed as the director of the Quality Enhancement Cell (QEC) at the Government College University (GCU) Lahore, after a PEDA inquiry and approval from the chancellor and syndicate.

The former vice-chancellor of GCU had removed Dr Hamid Mukhtar from the post in 2021 for not meeting the eligibility criteria. The current acting vice-chancellor appointed him as the director of the QEC as soon as he took office. According to a notification issued by GCU Lahore, Prof Dr Hamid Mukhtar, a professor in the Department of Industrial Biotechnology, has been appointed as the director of the QEC.

Sources said that Dr Hamid Mukhtar was removed from the post of director of industrial biotechnology in 2021 by the then vice-chancellor for not meeting the eligibility criteria of a full professor. A five-member inquiry committee was formed against Dr Hamid Mukhtar after approval from the chancellor and governor of Punjab, and its recommendations were submitted to the then governor of Punjab.

Sources also say that Dr Hamid Mukhtar could not produce the required experience certificates as a full professor before the inquiry committee. The said professor is still facing an inquiry under the PEDA Act and a show-cause notice has also been issued after approval from the syndicate.

Sources further say that no person can be given an administrative position after a PEDA inquiry and a show-cause notice.

It is to be noted that Dr Hamid Mukhtar’s second appointment as director of the Department of Biotechnology took place on August 30, 2019, and the vice chancellor’s term of office ended on August 26, 2019.

In his statement, Acting Vice-Chancellor of GCU Lahore, Professor Dr Ahmed Adnan, said that nothing has been proved against Dr Hamid Mukhtar in the inquiry.
